Is it possible to move apps from iPad 2 storage to I cloud?

No, Apps cannot run from iCloud. they must be installed on the device. Depending on teh apps you could potentially move data from it to iCloud, but in many cases it would still remain on the device.

The app would be available in Settings app > iCloud > iCloud Drive. However, this would only be useful if the app has a mechanism for supporting cloud storage with no local storage. In the majority of cases that will not be available.
She needs to delete content if she is running out of room. In addition to Apps (those she isn't actually using for example), photos, movies/videos and music typically occupy a great deal of space. Short of buying a new phone with more storage available, there isn't really another option.
if she gets a new device with more storage she can set it up with the backup of the current ipad and not loose her data
