iTunes starts with the Welcome screen every time

I have iTunes on a Dell PC running W7. The PC is up to date and runs normally. iTunes had been running without difficulties however yesterday when I started it, a new Welcome screen was presented like it was a brand new installation and this persisted after several restarts. I then removed it through the Control Panel per Apple's instructions below following each step as listed and then rebooted the PC and reinstalled a fresh copy. This had no effect as the Welcome screen continues to reappear no matter how many times I open it and close it. With each reopening I have to agree to the EULA, reconfigure the Settings, and sign back in. None of the settings are remembered. To insure that I did not get hold of corrupted setup, I did it again through a different browser with the same results. Any suggestions about what could be causing this?
