You can force quit apps you're not using and force your iPad to restart and see if that helps

Restart

Hold down the sleep and home keys for about 20 seconds. When you see the silver apple, let go and let it reboot. No data will be lost.

Force close an app

Double tap the home button. When you see the app previews on the screen scroll sideways if needed to get the preview in question on the screen. Flick that preview up and off the screen to close the app. Single tap the home button or home screen preview to exit the mode.

You can do either of these multiple times with no ill effects to your device.

Re-boot ipad.

Press and hold the Sleep/Wake button until a red slider appears, then drag the slider. Then press and hold the Sleep/Wake button until the Apple logo appears. page 128 iPad user manual.

force power down if the above give you trouble.

Hold down both the Sleep/Wake button and the Home button. Ten seconds or more. Hold until the Apple logo appears.

If you're using an older version of iOS, which you appear to be, you can close an application by double clicking the home button to open multitasking. You appear to be using an older version of iOS, so you should hold your finger on an application logo until it shakes and a minus symbol appears. Select the minus symbol on all the apps you want to close.

Background applications will make things more laggy as they run potentially unnecessary processes.

I'd recommend updating to a newer version of iOS, because there will be less bugs and it might perform better.

To close an application in the newer versions of iOS, swipe upwards.

if you decide to update to 8.4.1, I suggest:

Restore to factory settings by loading the latest version of ios that your machine will support:

Do a full backup of your device. Twice is best -- cloud and computer.

"You can use iTunes to restore your iPhone, iPad, or iPod touch to factory settings and the latest version of iOS."

"You can put your iOS device into recovery mode, then restore it using iTunes.:

At last resort you could consider DFU (Device Firmware Update). This could void your warranty.
