my iphone 4s says up to date after ios 7.1.2

4s is not updating OS after 7.1.2

iPhone 4S, iOS 7.1.2, not updating

That means it is not a 4S, it is an iPhone 4. iOS 7.1.2 is the highest version available for the 4.
