i just got a new ipad and every time i try to use facetime it cuts out or says it has a poor connection and i have a good internet connection

Take it back to where you bought it and get a replacement.
If you bought it from Apple, you need to get a refund and then buy again.
How about the people/person you are FaceTiming with? If their connection is bad, the same thing will happen.
