Storage problem. Resetting and deleting apps doesn't help.

Try a reboot press & hold power button & menu button hold both down until
You see Apple Logo .
If that doesn't help you may have a bug restore back to Factory Settings this will make ipad like new .
Use same Apple ID to get your apps /data back set back up over your WiFi .

I get a message that I don't have enough storage. Deleting apps in Settings General Usage doesn't help. Nor does resetting. The total of apps downloaded, plus photos etc comes to less than half the capacity I'm supposed to have.
