Iphone6 64gig sometimes when i swipe down from the top of the screen notification center isnot working and when swipe up from the buttom of the screen control center is not working , and the touch is very well i think is that something in the system

You are probably already aware of it, but just in case, for those 2 things the swipe up or down should be started from below the bottom of the screen or from above the top of the screen. If you start the swipe right at the top or bottom edge it will not work.

In addition to the excellent information that FoxFifth provides, there is a setting that you can either allow or disallow Control Center from being accessed on the Lock Screen, whereas Notification Center does not have a setting to turn it off there. So if your issue with Control Center is in the Lock Screen, make sure you have that setting enabled.
