If you are trying to get a firm statement for legal purposes you will have to consult a lawyer. The people responding here are other users like you.
For general purposes it is acceptable to burn a CD for personal use. Even back when music had DRM protection you could burn up to 7 copies of a CD (I guess for a largish family and maybe a car or two).

You can burn a CD from iTunes music. i.e Copy music from iTunes to a CD to be played in regular CD Players.
But you don't burn to iTunes. You can RIP a CD to iTunes, i.e copy the contents of a CD into your iTunes Library.
With that said, whether doing that is legal, only a copyright attorney would be able to conclusively answer that.
