What is the lowest generation iPhone to be able to connect to your iPad and send texts from it

I Have an iPad mini 2 and want to be able to send texts from it whilst an iPhone is close by, I don't need an expensive or nice phone I just want to spend the least amount of money on an iPhone to let this happen, what is the lowest generation that supports this feature

iPhone 4s is the earliest iPhone that will run with iOS 8. However, finding one may be difficult.
