No Photos folder in itunes under device

With iCloud Photos enabled the contents of the iCloud Photo Library are available to all of your devices. You don't sync with a selected folder. See iCloud Photo Library FAQ - Apple Support.

On your device go into Settings > iCloud > Photos and make sure iCloud Photo Library is turned off. Connect your device to iTunes. The settings page you've shown above should change to allow you to sync images from a folder on your computer.

Reset the device & restart iTunes, try again. You may also need to turn off iCloud Photo sharing.
