Is the Safari window in Full Screen mode?

Move the mouse pointer to the top of the screen. The menu bar should drop down.

When in Full Screen mode, the minimize button is grayed out.

Indeed as Dominic says.

When you want to have the menubar always visible and Safari as large as possible: move the mouse pointer to the top of the screen on the left side, menubar becomes visible and the Safari top line with the red+orange+green round dots becomes visible, click the green button.

Then with the mouse you can grab the borders of Safari and make it as large as possible.

(If you click the green button again it will eat the complete screen again as before).
