Apple Event: May 7th at 7 am PT

My iPhone 5S stopped backing up to iCloud 7 weeks ago and I continue to get a message saying iCloud is unavailable at this time. I pay monthly for plenty of extra storage, but I can't even access it to see if I need more. I can't photo share either.

I pay monthly for plenty of extra storage, but I can't even access it to see if I need more. I can't photo share any longer either. I have tried things I've read. I've powered off my phone, powered back on, tried to reset my network settings, but it says I can't. HELP
