I am not able to create a new password for my existing apple id

If you know the current password, go here https://appleid.apple.com and click Manage Your Apple ID > Password and Security. Answer two questions and reset your password.

If you don't know your current password, go here https://iforgot.apple.com/password/verify/appleid .

If neither work for you, be very specific on what the actual issue is.
