HI everything on my watch works fine except for sending or receiving text messages any help please

I'm guessing here that you have it paired to your iPhone? You do not indicate that in your post. To send a message, the Apple Watch needs to be paired to a phone and the phone in the area connected.

Are you referring to SMS or iMessage? What happens when you attempt to use Message?
its when I try SMS I get a notification back saying item not delivered,and it never tells me when I receive an SMS message either
My knowledge of the watch is very limited, so I'll have to ask the only other thing I know. Have you tried resetting the watch? I'll see if I can get someone else to check this out that seems to know a little more about the watch.

On your iPhone, in Settings > Messages:
- Check that Send as SMS is enabled - also try toggling it off, pausing for a few moments, then toggling it back on;
- Tap on Send & Receive - under Start New Conversations From, choose your phone number;
- Go back one screen to Messages: toggle iMessage off, wait for a few moments, then toggle back on.
Restart both your iPhone and your Apple Watch and then re-test:
- To restart Apple Watch: Press and hold the side button until you see the Power Off slider; Drag the slider to turn off completely; Afterwards, press and hold the side button until you see the Apple logo.

Have you taken into account that Notifications behave differently depending on how your watch is configured?
When you have Wrist Detection enabled (on your iPhone in the Apple Watch app: My Watch > General > Wrist Detection):
