Virgin mobile I phone (NEVER HAD A SIM)

I have a I phone 5s with virgin mobile I let a crazy ex girlfriend use the phone for a short period of time, how ever we broke up and she rufused to give me the passcode or the I cloud so what I did was factory reset/ hard reset thinking it would unlock . It then started asking me for a Sim card and I have no clue why Virgin Movile is a prepaid company NEVER EVER HAD A SIM CARD the next day she did give me the passcode and I cloud password the phone is (Unlocked) but when I went to the actually settings. To erase all content I'm now stuck on the pick country , language ,wifi


IT is now stuck on those menu option because of (Sim required menu) I am clueless on what to do next I planned on selling the phone today but now I can't due to the issue please HELP!!!!
