View/Use Army fillable PDFs on iPad mini

I've been in the U.S. Army for 12 years now and I've had my iPad mini for about a year now and I want to be able to use it more for work. The Army has gone away from using special programs to use their forms and now use fillable PDFs. I can not get these forms to open up on my iPad or iPhone no matter what app I use and some of them are paid apps. Below you will see the message I get, which is the same for all the apps I have used. You will also see a link were you can download any one of the forms that the Army uses. Any and all suggestions would be great.

Jon, first thank you for your service, those of us that enjoy our freedoms owe a debt of gratitude to those that help insure it. I use Adobe Acrobat Reader (free) from the App Store. While I do not open Army documents for obvious reasons, I have yet to find a single pdf it will not open, maybe yours will be an exception. I would download the App. I don't know how you are receiving these documents, if as an attachment to an email, try opening it in the Adobe App which will automatically save it. Don't let the iOS native reader open it or you will get the junk above, if you can still see it as attachment then open it in Adobe. If it goes straight to the reader, close the Mail app, open Safari, log into your mail account from there and then try downloading it to the Adobe app directly without opening it first. Jon, I have Adobe Reader, the latest version on my iPad Mini running iOS 8.4.1. I went to the Army.mil website you display, and after clicking on the PDF-F link on the right side of the page for the form, I can get it to open in Adobe, however if I go to the menu and select the Fill & Sign link, I get an error that it is a XFA file and cannot be done with Adobe Reader. If I go back and look at recent documents, it shows the document being locked and not fillable. I'm not sure if you have tried to unlock it, but I haven't. I can open it and fill it on my computer, running Windows 7. I'll keep working at it and see if I can find you a solution.

EDIT: I just found an app in the App Store from Adobe called Adobe Fill & Sign. I'm downloading it now to see how it works and will report back.

Well, I was able to open it in the new app, however it does not change the fillable portion of the form. It allows you to create fillable forms our of a form you have open. For some reason the form is locked, and I believe that is what is causing the issue. The web link you provided does not talk about using Safari either, so I just wonder if it is an incompatibility with Mac product.

To be honest, no I don't. It appears to me that the file that is opening on the iPad, as I mentioned earlier, is an XFA, file, not your normal pdf file. It seems this is why the fill is not working. Your best approach may be to contact Adobe support and ask them. I'm currently not aware of another program that would allow for the filling of the form. Adobe may be able to tell you if they support filling the form in iOS or if there is an app that would support it. You can tell them we've tested their reader and it does not work.
