I had the same problem. In the end I restored my phone to factory settings but now it's just stuck looping so I wouldn't bother doing that unless you reallyyyy want to. Others are saying wait a few hours.

I didn't even know IOS9 came out today.. I literally haven't updated my phone in over a year, it was on IOS7 and I just picked today to do it out of the air.. Terrible timing!!

same problem here with my iPad 2. it's totally useless now. Tried hard reset, reset to factory setting, nothing works. going to try the downgrade to 8.4.1 and see. Thank goodness it didn't happen on my iPhone though. so sorry to hear that this happened to iPhone users.

just more info for Apple. I upgraded iPad 2 using OTA. I did the same thing for my iPad Air 2 and iPad Mini1 and it's fine. I used iTunes to upgrade my iPad Air 1 and my iPhone 5 and they all worked.

If you are stuck - and apples solution doen´t work - This is a fix that works - if not try again!
Connect data cable to computer - start iTunes - hold power and home until device reboots - on the splitsecond when the screen turns of release the power button - but keep holding home button until iTunes finds the phone and then release home - then restore!
Next step hasn't been verified yet - but an idea! When going through setup and chosing wifi and typing the password for the wifi network - give the device app 15 seconds to connect to the network before pressing next!

I REALLY FOUND THE SOLUTION 🙂

1. Download iOS 8.4.1 to your Desktop. e.g. iPhone 4S(Apple is still signing 8.4.1)

2. Put your iPhone in recovery mode, not DFU; (Shut Down the iPhone, HOLD ON HOME BUTTON, and connect the USB Cable)

3. On iTunes, HOLD ON Alt Option Button on Mac or Shift Button on Windows, and go UPDATE, not recovery;

4. Select the previously downloaded firmware on Desktop and go;

5. Your iPhone will be at 8.4.1 with all your stuffs, pics, contacts, everything;

6. Now, you can update to iOS 9 safely.
