iOS 9's ipad multi tasking features not working on my ipad mini first generation. Even features like picture in picture that were listed on apple.com to work on all ipads are non-functional. Is it just my ipad is to old or is there a problem with the OS?

I Think there is a problem with this ios9, can't get my Game Center to load and need it to play certain games.. I have an iPad mini and the iPad Air , and both have same problem

Picture in Picture and Slide Over are available on iPad Pro, iPad Air or later, and iPad mini 2 or later. Split View is available on iPad Pro, iPad Air 2, and iPad mini 4.
