IOS 9 Cellular Data Usage Restrictions not working

This worked for me. I wish I knew that there was a bug in the before my minor child left for a field trip 1000 miles away. Somehow her find iphone and life360 apps weren't working. Now I know why.

This issue is fixed in iOS 9.3 as far as I can tell. It works for me.

Very helpful and this resolved the issue on my IPHONE5 which was causing so much issues. This really helps to open up and then lock the settings.

I had this problem, too, but I seem to have found a way to get it to work again. I had to go into Settings>General>Restrictions and then disable restrictions. Restart the iPhone. Set all of the settings that you want to be "locked" after reapplying the restrictions. Then go back in and enable restrictions again. Now, when I go back to Cellular Data, the apps' toggle switches below are now grayed out.
