iOS 9/iTunes 12.3 not syncing app through devices

I've recently updated my IOS and ITUNES to the latest versions and when I sync my iphone is not syncing the apps automatically on my mac as it used to do before.

Is that a glitch of the new IOS?
Any easy solution to sort it out?

Yeah, that’s what this thread is about...

requiring users to manually download new apps, and update existing apps twice, once on their iPhone / iPad and once in iTunes

There's no requirement to download items multiple times.

Just download the app one time in iTunes and then update all your devices with the single download.

It is clear that Apple does not understand or care that some users have limited broadband. Sure just download updates to iTunes. That isn't the issue. The issue is that previously one could download updates from a coffee shop or other free broadband source directly to an iPad or iPhone and then update iTunes from that device at home. And then update multiple idevices from iTunes. I have several devices needing updates for example. If your main iTunes computer is a large iMac you won't be dragging it to a coffee shop to update iTunes. It is a benefit taken away. An uneeded complication. A like of user understanding.
