Accessing wallet on ios9 from Lock Screen

I understand that to access Wallet (old Passbook) on is, you just hit the Home button from the lock screen twice and it should pop up. I have gone into Settings/TouchID/Wallet and it is green allowing it to happen from lock screen, but when I double click it, it just recognizes my fingerprint and opens phone. I even tried to use another finger to double click the Home button and it didn't work.

What am I doing wrong?

Also try:

Disabling that option in settings, restarting your iPhone, then re-enabling the option. If it still isn't working, try force restarting your iPhone: press and hold both the Sleep/Wake and Home button for at least 10 seconds, until you see the Apple logo.

Otherwise, it may help to back up (choose the encrypted option if using iTunes) and restore your iPhone.

Ok so I disabled the option and restarted nothing changed...did the hard restart and it didn't change

I have even tried to double click using my pointy finger instead of thumb (that's my passcode fingerprint) and nothing

I then tried disabling fingerprint and when I did it just "shakes" the Home screen when locked

Does it have anything to do with the fact I'm in Canada and we don't have Apple Pay yet? I know we don't but figured I could use my loyalty cards at least
