How to create templates with graphics

the trick is, to move all the objects (text, graphics, images) into the "Master Page" you want to have on every page. This is like a template for a page. Select the objects you want to appear on every page and use the menu item "Format > Advanced > Move Object to Section Master". If you want to correct some objects after that, use the menu item "Format > Advanced > Make Master Objects Selectable" and you can select them (shown with blue filled handles).

If you want to have multi-page templates, you have to create a multi-page section. To achieve that, fill so much text into the first page that Pages creates a second page. Now layout the second page like you need/want it. After that you can can delete all the text or mark it as a placeholder text with the menu item "Format > Advanced > Define as Placeholder Text". Now every time you create a new document with your template, there are two pages with the placeholder text selected. Just type your info and the placeholder text will be exchanged with your real text and the second page disapears until your info overfills the first page and Pages creats the second one.

When text 'overflows' from one page to the next the only things that carry over are the margin widths and any items on the Master Page.

If you have three or four pages preset with the placeholder text you can go through the typical 'click-replace' method to maintain the items which are on upcoming pages.
