My problem seems to have been solved. After Apple helped me to Reset my iPad, I had the same issues. As I said they thought that the
iPad may be on the way out. After a few days though, all of a sudden, my iPad seemed to be working much better. At least I don't have to go to Chrome to
use the web.
I have the iPad2. I was told that the processor for my iPad is part of the problem when running IOS9. My grandson looked at my settings shortly after the reset, and after it started to work properly again, but I don't think that he changed anything. I will ask him.
Apple Support is free for the holidays, so it might be worth a call to them for help. They walked me through saving things like PDFs to my computer, since
i guess they don't save in iCloud, and books that were not from the iBook store.
In looking at my Safari setting, Under search, "Search Engine Suggestions" is on, and "Quick Website Search" are on. Under General, "Open New Tabs in Background, Show Tab Bar, and Block Pop-ups are enabled.
Under Privacy & Security, Do not Track and Fraudulent Website Warning are on, and for Block Cookies, Allow from Websites I visit is checked.
On an earlier trip to the Genius Bar, I was told to close out tabs. He said something about Safari checking those as it is searching. Or something like
that. I do that when I remember to do so, and also holding and pressing the home screen button and then swiping up to clear apps that are running will sometimes help, I think. Seems that there are different options on that.
I wish that I could be of more help to you and explain why the reset didn't work, and then a few days later, everything worked.
I did notice that after I reset my iPad, under General and Capacity and Available, i have much more GB available. Why I don't know. I do have some books on my iPad, and photos (along with videos) and a couple of movies,and magazines. But, I had about the same amount before.
Also, on one Genius Bar trip, putting the iPad photos into iCloud, kept them on the iPad but freed a lot of space. iCloud kind of mystifies me on certain things.
What I can't remember is if after doing the reset, I restored from iCloud or my Computer. I usually keep notes when I use support, but for some reason I don't have that written down. I will try to call Apple Support and see if I can get that answer. I remember them saying that doing it from ? which one I can't remember could cause the same problem because the backup can be corrupted.
I wish that I could be of more help. Try the reset after backing up your iPad. Give it a few days, and maybe the iPad "gremlins" will have given up. Try Apple Phone Support if you are not comfortable with the reset, for help.

I just found my notes about the restore. I restored from my Computer! So I guess backing up your iPad to your computer in iTunes is the way to go. It now makes a little more sense that the corruption, if there was any, was in iCloud. Just make sure to back up important stuff to your computer. I have a new iMac that I bought earlier in the year.
