iTunes 12.3-iPhone app pane issue
Since updating iTunes to 12.3 (and my iphone to 9) the iPhone Apps pane in Settings shows spinning wheel instead of iPhone pages.
iPhone 6 Plus, iOS 8.0.2
Apple Event: May 7th at 7 am PT

Oddly, my iPad apps pane displays app pages normally.
I have exactly the same problem with an iPhone 6s Plus running iOS 9.0.1 (13A404) and iTunes 12.3.0.44 on a Windows 10 PC. It ruined the experience of setting-up my new device.
Same problem... iPhone 6s Plus and iTunes. Latest updates on both.

I found a solution to this. It's because of the default iOS wallpaper that's causing the inability to see your home screens in iTunes.
Change your wallpaper to a photo you've taken and you'll see your home screens in iTunes again.
I wondered why mine started working a couple of days ago. I had just switched my default wallpaper to a BPRD one. Didn't even dawn on me until you linked this.

I can confirm that this works as well. I just updated to 9.0.3 and changed my wallpaper...now the apps show on the screen.
