60 fps with MacBook Pro 13" 2015 & Samsung JU6445

I'm despairing (because I have spent hours languishing on this particular issue with no progress) and am in need of your help.
I have recently bought a 13" 2015 MacBook Pro (256 Gb version)
&
A 48" Samsung JU6445 (6 Series).
This Apple support article says that I can run 60 fps: Use 4K displays and Ultra HD TVs with your Mac - Apple Support

I thought that the problem might be the HDMI cable I'm using, but from what I've read, all HDMI cables are either 'standard' or 'high-speed' and the 'standard' cables can't support 3840x2160, which leads me to believe that all the cables I have are 'high-speed' as I'm getting 3840x2160 on this Samsung TV with all of the cables I have.
The problem is that I'm getting 30 FPS, not 60 FPS. This is laggy and not what I want/need.
Can anyone tell me why I can't get 60 FPS with this setup? I've failed to work it out.
