How do I update iPhone apps via iTunes 12 on computer

I've lost wifi capability on my iPhone 4S and would like to update apps but don't want to pay for extra data. Looking to update apps via iTunes 12 on computer.
There is no three-dot symbol, and Apps is not in the list. There's a drop-down menu that lists Music, Movies, TC shows, Podcasts, Audiobooks. Nothing else. And no "Edit menu" that I saw in some post.
My "Update all apps" button on the lower right is missing with the latest update. What gives?

Why don't they leave well enough alone on iTunes? So many changes, and it was working fine before.
It seems you cannot update apps via itunes on an IMac desktop anymore - is this correct?? There doesn't seem the option anymore. How do you control all apps on various devices in just one spot now?
Let each device update its own apps automatically over Wi-Fi when it is on charge and not otherwise busy.

I do not have wifi and not enough data on my phone to update the apps. I use to update the apps on my computer, it worked perfectly, how can I update the apps on my computer again.
Another question: How can I reinstall the previous version of Itunes, I have tried several times but it did not work.
So whats the best third party application out there for managing my iphone since apple thinks I only need to be able to manage my music?
What "three dot" symbol? I am running iTunes 12.7.1.14 on Mac, and don't see this symbol. I can't find any menu that includes Apps.
I can't believe that Apple has dropped the function of arranging icons on the iPhone using iTunes in Mac. This is really disappointing.
You can still download it via a computer’s iTunes, you just need to update to 12.6.3 as already posted in this thread.
