The complication on my watch face for weather and the default weather app on the watch do not update the location. When I open weather on my phone, it shows my current location (Dewitt) but my watch is stuck on where I was when I put it on this morning. (Sullivan).
When I open my Accuweather glance, it updates its location without fail.
I am running iOS 9 and watchOS 2

I had the same issue, and discovered that location services were disabled for the Weather app on my iPhone. (I usually use WeatherPro on my phone.) I set that to "Always", and then went into the Apple Watch app, Weather, and set the default city to "Current Location", as gofalcons suggested. That seems to have worked for me!

I had this happen too. What worked for me was going into the "watch" app, then General > Background App Refresh and toggle weather off and back on.
