Weather location does not update

The complication on my watch face for weather and the default weather app on the watch do not update the location. When I open weather on my phone, it shows my current location (Dewitt) but my watch is stuck on where I was when I put it on this morning. (Sullivan).

When I open my Accuweather glance, it updates its location without fail.

I am running iOS 9 and watchOS 2

My location services on the phone for weather are set to "Always"

Apple Watch, watchOS 2

I had this happen too. What worked for me was going into the "watch" app, then General > Background App Refresh and toggle weather off and back on.
