The first username and password you created when first setting up OS X is your admin user/password.
Is there some other question along with that?
You would use sudo in the command line, or Authenticate when asked. There is no user with "administrative privileges," per se. A User that is authorized to administrate the Mac has the ability to elevate their privileges when necessary, via some form of authentication.
You enable a user to administer the Mac in the Users & Groups system prefs. You must be an admin-capable user to enable that for another user. Do you not have an admin-capable user account?
I am "supposedly" the administrative owner, but for some strange reason, some of the software that I am trying to install said that I had to have "administrative privilege" and then failed to complete. I am the only and original owner of this Mac Pro, set up by the store where I bought it.
Open Users & Groups, select your account, and see if the checkbox is set?
Some installers are not very well-designed and will give that error when they shouldn't.

Windows side, since I am running Parallels. I will totally shutdown Windows 7 and Parallels when I try again to install a supposedly Apple compatible software.
What are you trying to install?
One program is hpscan from HP, an Apple based program that will supposedly enable my HP M2727 multi function printer to scan from my new Mac. It quits just short of completion with "you need administrative permission." The other was Turbo Notes for Windows, running in Parallels. I haven't given up yet. Just struggling with the conversion. I hope I don't regret going to an Apple Pro (I want to get into video editing in a big way), but I do have many legacy Windows programs (such as Microsoft Office) that I need to continue until the Mac version comes out. There is no joy in computerland. I've perfected many swear words with Microsoft, and find that many of them are just as applicable to Apple!!! Thanks again.
Check HP's website. I haven't found printer company yet that seemed to know how to write software. Does it generate a log? It might indicate where it is hanging up. It may be trying to write some piece of the package to a location you don't have access to, rightly or wrongly.
Odd dd that you are getting similar results in Windows. That would be completely independent of the hp issue.
