My iPad was very sluggish particularly when using Safari. Turns out that JavaScript was causing the problem. I switched Javascript off through Safari settings and the iPad is now running normal especially the internet. However, you will not be able to watch the videos like YouTube on the Internet but there is a way round that by downloading its app. Hopefully Apple will bring JavaScript bug fix in IOS 9.2.

Try resetting All Settings found in the Settings App under General and in the right column under Reset.
Try resetting histories and deleting/resetting caches in all of the web browsers you use.
If you use Safari, these functions maybe in the Settings App under Safari.
Other web browsers have their settings inside of the running app, itself.
If your iPad has been activated for iCloud, in the Settings App under iCloud, to the right, under iCloud Drive, tap iCloud Drive and make sure Safari is turned off for saving Safari data to iCloud Drive.
Also, under iCloud in the Settings App, in iCloud Drive, disable the saving feature for any other apps that you DO NOT want data being saved automatically to iCloud Drive.
If using Safari is still causing issues,
Try changing/using another, different third party web browser.
I don't use iOS Safari too much any longer because I found it causing me some headaches on certain websites I, regularly, visit.
I commonly use another third party web browser, Perfect Web Browser (there are others that may suit your web browsing style better, so look at all of them first to see which third party browser may work better for you) and I never experience a lot of the issues that Safari was causing.
In the Settings App under the General tab, to the right under Spotlight sesrch, try disabling the search under apps that really do not need a search, like some games, remotes, apps that really do not need to be searched, etc., to reduce the list for Spotlight to search.
Try turning on Reduced Motion.
This is found in the Settings App in the General tab the left panel.
In the right panel look under Accessibility, the look for Reduce Motion and turn this feature "On".
You should see an appreciable performance increase on all iPad 2, 3 and 4 models.
In the Settings App under the General Tab, in the right column, look for Background App Refresh and turn this setting to "off".
Try a reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

Good Luck!

Other procedure you could try if my above advice still hasn't helped enough.

First, connect your iPad to USB and sync and backup your iPad to iTunes (make sure your iTunes is up to date).

Then disconnect/eject your iPad from the computer.

From just the iPad, in the Settings App under the General setting, look in the right column for Reset option, then erase and reset your iPad to completely erase your iPad and then, again, from the iPad, set it up as a new iPad setup to factory "out of the box" operation.

Do not set up any Wifi networks AND do not setup any iCloud services.

Then reconnect your iPad to the computer and make sure to cancel the syncing, by tapping the small X to the left in the top center iTunes display box.

iTunes should detect your iPad. If iTunes begins to try and sync, again, cancel the sync.

Setup iPad as new from iTunes.

Once done, THEN, select restore from backup and use the previously created backup to restore your iPad.

Once the restore is complete, finish setting up the iPad and let it sync back to iTunes you can either cancel the sync, again or let it backup, again.

Then disconnect /ejectthe iPad from the iTunes and the computer.

Do one hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

Once your iPad is back to the Home screen,

In the Settings App under the General tab, to the right under Spotlight sesrch, try disabling the search under apps that really do not need a search, like some games, remotes, apps that really do not need to be searched, etc., to reduce the list for Spotlight to search.

Try turning on Reduced Motion.

This is found in the Settings App in the General tab the left panel.

In the right panel look under Accessibility, the look for Reduce Motion and turn this feature "On".

In the Settings App under the General Tab, in the right column, look for Background App Refresh and turn this setting to "off".

I updated my ipad 2 to ios 9.2 and now it's completely useless, literally. It takes about 2 mins to unlock the iPad with a 4-digit combination.

This has to be a joke right? they might as well have called it "DAMAGE UR IPAD PERMANENTLY" instead of "iOS 9.2" what a fking joke.

The funny part is you cannot downgrade to iOS 8 which is stupidly hilarious coming from a multi-billion dollar company.

Personally, i'm never buying an apple product again, 0/10.

Sincerely

An Unsatisfied Costumer

I have also faced the same problem and issue that everyone else has talked about with the slow response of screen touch and total complete slowdown of the usage of the iPad in general. The best thing I have tried that did show some improvement is to forget your Wi-Fi network After signing out of the device completely first. Then forget the Wi-Fi network., Do a full forced shutdown, Then log back into your network and sign in to your iPad settings. It worked for my iPad 3 and I hope it helps some others as well.

I didn't make myself clear enough. I'm sorry I don't want you to forget the network forever, you just need to forget the network then turn off Wi-Fi, and then re-sign into the same network as if it was your first time again and it will help you. I did a complete set up on my iPad yesterday. Restoring it as if it were Brand NEw. And instead of using any type of iCloud update for back up , I set it up as if it were new using the same Apple ID and chose to download all of the missing apps individually and it has worked perfectly since doing so. I hope I can help you in this I can be of any assistance feel free to contact me

Thanks SO much for this precise guidance, Michel. I was gritting my teeth for months until today I finally cleared out a couple hours to make my ipad2 function again, without wiping the whole thing clean. I followed your guidance about resetting the settings in general, then deleted apps I don't use as well as limiting the ones that can refresh and update in the background. It's not quite as speedy as it once was, but it is so much better. The last thing I have to figure out: how to make my website, or whatever window I'm using, full screen. Instead of having the bookmarks constantly displaying in the left rail. Anyone know about that?

Thanks for everyone who posted ideas. I tried everything, and although it's still not the same as it was with iOS8, my iPad 2 seems to be regaining some of it's speed.

  • I reset all settings,
  • reset my device
  • and I think what helped at least that's when I saw improvement in speed is after I deleted a lot of apps. I now have around 1GB free space and my iPad seems to be faster.
