iPhone 6+ | iOS 9.0.1 | icloud music library just won't load - can't sync music from itunes | MUSIC IS COMPLETELY BROKEN

I don't know where to turn. I've tried restoring as a new iPhone and reloading both a manual iTunes backup and an iCloud backup twice EACH.

I've tried every imaginable permutation of turning ON/OFF Apple Music, iCloud Music, manually syncing songs from iTunes, syncing entire library from iTunes, etc.

If I turn on iCloud Music on my iPhone, then open the Music app, switch to the My Music tab, I see the little "Loading Library..." splash screen and status bar. The status bar gets 1 'tick' towards progress, then the splash screen disappears and I'm left with a completely empty music library on my phone.

My iCloud library, including recent additions, appears flawlessly on my PC running the latest iTunes.

HELP!!

I just upgraded from an IPhone 6 plus to an IPhone 6s plus. I had this same issue happen to me, once I enabled Touch ID and Passcode to enable fingerprint login to my Walmart Money card. To address, I did some basic troubleshooting. The following was true:

Under Settings / Music

Icloud Music Library was NOT enabled, and when I attempted to enable it, it would prompt to replace all content for music on the device. I would say yes, it would immediately disable itself.

I attempted many things, including Show apple music, attempting to delete any music that was already on the device.

I then went into:

Settings / ITunes & App Stores and noticed that although it showed my user id, it did not show that I was logged in.

I put my password in, and then after logging in, I was able to modify my automatic downloads. I selected Music, and Apps, Books, and Updates.

I then returned to Settings / Music and low and behold, when I attempted to enable the Icloud Music library, and selected to replace the content, the Cloud enabled and all of my music appeared.

This is a restored back from IPhone 6 to IPhone 6 plus. The Settings appeared to have changed automagically. The phone was in my pocket when this happened, and I believe that the 3d touch screen caused some settings to log me out. I cannot confirm this. Hopefully this applies to you!

Nothing else on this thread helped, but THIS is what worked for me! It's May 2016, I just upgraded to the 6s and Apple is still having these issues. My phone has basically been in "restoring" mode for the last few days. The music was the issue. First I clicked "stop trying to restore. Then downloaded the update (there was an available update as soon as I got the phone, but I couldn't update because my phone was restoring). Then I followed these steps. Synced my iTunes, then turned iCloud and show Apple music back on and everything is up and running perfectly. AND ALL my music is there! Thank you SO much! You saved me so much wasted time and effort if I ended up having to call tech support.
