I just activated my new iPhone 6s Plus and restored from a backup from my PC. It started downloading apps but then stopped and now will not download any. I have signed out of App Store, restarted the phone and nothing helps.
iPhone 6s Plus, iOS 9.0.1
Have you tried plugging the device back into iTunes? (That is, of course, assuming you disconnected it.)
Saw this issue earlier, and it was resolved when the device was reconnected to iTunes.
I have the same problem - going from an iP6 to iP6S - and no instructions found online resolve the problem. The last resort will be to delete the apps in question and try to remember to download them again.
I Had/have this question but, while it is not desirable, I didn't actually delete the apps and reinstall them but went to the App Store and downloaded them. I did this without deleting them so I knew which ones were a problem. You still have to reenter your sign-in info but it was a band-aid that worked for me since there was no solution provided that worked for me yet. Good luck.

I have the same issue with my iPhone 6s Plus. Appears to be specific to the appstore not a general networking problem. I wrote more in the post above.
