Apps will not finish downloading on new iPhone 6s Plus

I just activated my new iPhone 6s Plus and restored from a backup from my PC. It started downloading apps but then stopped and now will not download any. I have signed out of App Store, restarted the phone and nothing helps.

iPhone 6s Plus, iOS 9.0.1

I Had/have this question but, while it is not desirable, I didn't actually delete the apps and reinstall them but went to the App Store and downloaded them. I did this without deleting them so I knew which ones were a problem. You still have to reenter your sign-in info but it was a band-aid that worked for me since there was no solution provided that worked for me yet. Good luck.
