Wallet App Double Tap Home Shortcut Not Working

I was having the same issue. When looking at my registered payment card (which is a debit card) in Wallet & Apple Pay, I realized there was a note to "Call (my bank's phone number) to verify the card for Apply Pay." I called the bank, and within minutes it was verified, and the double click worked. I don't know what determines cards that need this secondary verification, because when I initially set up the my original card who's expiration was within the next month, it didn't require verification, but when I changed to the new card with the extended expiration date, the verification was required.

That makes absolutely no sense. I used this all the time in iOS 9 to gain access to the wallet for boarding passes, loyalty cards, etc.

Now it's a huge pain in the neck.

I have replicated this issue in 10.0.3 (not being able to double-click from lockscreen to enable apple pay), when the triple-click for magnifier is enabled. when that that triple-click for magnifier option is off, the double click for apple pay works again from the lock screen. bug?

Even I was having the same issue on my iPhone 6s with 10.0.3, but after I updated it iOS 10.1, I think this issue has been fixed.

Same result here. The upgrade to 10.1 resolved this for me. I can now have triple home-click for magnifier and double home-click for Apple pay enabled and working.
