Wallet App Double Tap Home Shortcut Not Working

Upgraded from 5s to 6s. Yes, the Wallet app is zoomed (I understand from numerous threads this is a bug). But I can't access the Wallet app from lock screen by double tapping home button. Made sure it was set to access in Settings. Even did force restart. Still nothing. Any suggestions? Or this another bug?

iPhone 6s, iOS 9.0.1

Only works if you have a payment card registerd. As soon as you have registers a debit/credit card and you double click on the lock screen the wallet will open

I was having the same issue. When looking at my registered payment card (which is a debit card) in Wallet & Apple Pay, I realized there was a note to "Call (my bank's phone number) to verify the card for Apply Pay." I called the bank, and within minutes it was verified, and the double click worked. I don't know what determines cards that need this secondary verification, because when I initially set up the my original card who's expiration was within the next month, it didn't require verification, but when I changed to the new card with the extended expiration date, the verification was required.
