I don't believe the iPhone SE has a taptic engine. I believe it still has a vibrating motor. With the phone in my shirt pocket, I can feel it vibrate quite distinctly when I receive a text, a call, or other notification. If it is sitting on my desk, it also vibrates quite distinctively. Perhaps your SE is not functioning properly?

I am having the same problems. However the old style extreme vibrate is present on my alarm clock, so it doesn't quite make sense if the new taptic engine has replaced the old style vibrator. Basically, no matter what setting I choose for vibrate, my phone makes no detectable vibration/hum when I get a call/message, even though I would feel that if I had the phone in my hand. But when the alarm goes off, the phones buzzes and vibrates just like the iPhones used to. So why can't I get that vibration power for notifications? I have an iPhone 6S plus.

This is a good thing. The whole idea behind using vibration is that you don't want your phone to make noise. Most phone vibrators are so loud it often defeats this and prevents you from using vibration in quiet environments.

Maybe slightly weaker, but it was much louder than previous iPhones - now it's got back to being quieter, which is want you'd want from a vibration only mode, to vibrate but be quiet
