The phone must have a SIM card in it from AT&T. It does not have to be a currently active SIM; it could be the one that came with the phone. Then connect it to iTunes on your computer. If you don't get a message in iTunes about seeing a phone in Recovery mode follow the instructions here: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
