How can I install 3.1.3 on the old phone I have wiped. I'm trying to find some use for it like storing photos on it I have taken while on vacation.

The phone must have a SIM card in it from AT&T. It does not have to be a currently active SIM; it could be the one that came with the phone. Then connect it to iTunes on your computer.
