Most everything is back, keep trying.

Unless there's another "Purchase" list, that is hidden somewhere in the application that I am not seeing, I don't see how I am not following the instructions correctly. I am following the instructions that you had listed, but unfortunately I am still getting an error message. Thank you for your help. I will try and Google for a better solution.
Assuming you've put iPhoto in the trash (and there are no versions of aliases on attached disks) then restart your Mac and try again
Thank you, Terence. Much appreciated. Followed and fixed. Directions are our friends.
I found a solution elsewhere, and this worked for me:
1. go to System Preferences --> Internet Accounts
2. remove iCloud account
3. add iCloud account back to list
That's weird, because I had the iPhoto problem with NO iCloud account.
Looks like there was an unfinished download of a previous upgrade that never finished or resumed. Found that by searching the Menu bar and found "Check for Unfinished Downloads". For whatever reason, I wasn't able to delete the iPhoto app when I tried to drag it to the trashcan. I had to right-click and Move to Trash. After a few restarts, I was able to download the current update.
iPhoto was on my MacBook when I bought it. It's not on my Purchased list. If I import my iPhoto library into Photos from the external hard disk it's on, do I risk losing the picture files?
