What format is the external HD? How are you connected to it?

Formatted for Mac is not a format - there are several formats that generally work with a Mac - please report the exact format of the drive (right click on it in the finder and get info - the format is part of the info window

You're trying to open the iPhoto Library with the new Photos.app?
Yes. I tried to open it with iPhoto - however, I am prompted that I need to update my iPhoto - but when I try to update it, I keep getting told that the item is "temporarily unavailable".
So when I try to open it with the new Photos app, it runs for a few seconds before it prompts me that I do no have permissions??
Update iphoto:
Go to the App Store and check out the Purchases List. If iPhoto is there then it will be v9.6.1
If it is there, then drag your existing iPhoto app (not the library, just the app) to the trash
Install the App from the App Store.

Sometimes iPhoto is not visible on the Purchases List. it may be hidden. See this article for details on how to unhide it.

One question often asked: Will I lose my Photos if I reinstall?
iPhoto the application and the iPhoto Library are two different parts of the iPhoto programme. So, reinstalling the app should not affect the Library. BUT you should always have a back up before doing this kind of work. Always.
For Photos the drive needs to be formatted Mac OS extended (journaled) - Cast Sensitive will not work - so you need a new drive or you need to erase and reformat that one
