Won't connect to the Internet after installing El Capitan

I upgraded my late 2009 mac mini from Yosemite to El Capitan and now I cannot get internet access I get the following error instead -

The operation couldn't be completed. Operation not permitted (NSPOSIXErrorDomain:1). Connection to wifi is good and I have rebooted both the Mac Mini and the router (BT home hub 4). Anyone got any ideas?

Do you have any Antivirus SW running?


If so disable it & test, or...


Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then test while in Safe Mode.


(Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive & clear caches.)
