El Capitan Finder hangs on reboot

I can't get El Capitan to reboot. Every time I try, all my programs close including Finder, but it sits on my background image and dock. I can't relaunch Finder, and it says app not responding. I've tried a Force Quit and Relaunch which also doesn't do anything. I can open other programs, however. I've been rebooting via command line in Terminal, which works although seems to take longer than I would expect it to. Any ideas as to a cause and solution of this problem?

MacBook Pro, OS X El Capitan (10.11), null
