My iphone has only 16GB but I have 1TB memory on icloud. How can I delete pictures from my iphone and keep them on iCloud?

I bought a 1TB space on iCloud to do all my backups and be able to have free space on my phone, but everytime I delete a picture on my Iphone, they tell me it is going to be deleted too on iCloud. I already use the option of keeping miniatures of the picture to have more free memory on the phone, but its still not enough. So I would like to completely delete the pictures on my phone, but keep them on my iCloud. Is that possible?

As you have found, with iCloud Photo Library any photo you delete from the phone is also deleted from iCloud (and from any other devices connected to the same iCloud Photo Library). The most you can do (and it is quite effective) to reduce the storage space required on the phone is to turn on Settings > iCloud > Photos > Optimize iPhone Storage.

Apple does not offer any cloud-only storage option. You can request more options at http://www.apple.com/feedback/icloud.html

There are 3rd party services which have that option. They include Dropbox, Flickr, OneDrive.
