trying to erase/reset an old iPhone 4s, error message 'Verification Failed - There was an error connecting to iCloud'

have 2 old iPhone 4s's. Trying to reset them both and erase all data. One phone reset with out problem, the other phone keeps coming up with the error code Verification Failed - there was an error connecting to iCloud

I have tried resetting All Settings and Network Settings, but both have made no difference - any ideas?

I Had this problem too. The answer is to connect the old phone to the internet via a wireless hotspot from your new phone. Once connected, you can go into your old phone settings and erase everything after entering your iCloud password.
