Following upgrading to OS X El Capitan 10.11 and Safari 9.0
I discover that IBM Trusteer Raport online banking security package will not be available for this combination for some time...
My questions is do I really need their software on my Mac?

No, you do not need it.
Rapport has never previously worked on a Mac. How to uninstall Rapport, by Trusteer:

No. The Worst advice you ever got was to install it in the first place - along with any anti-virus apps.
