can't make purchases
SInce updating my iPad Air to iOS 9.0.2 I cannot make in app purchases or iTunes Store purchases. In app purchasing has been enabled. Any ideas out there?

Might these things be restricted? Check Settings > General > Restrictions.
If not, check Settings > App & iTunes Stores and make sure your Apple ID shows correctly at the top. Click the Apple ID, choose "View Apple ID", and recheck the payment information.
Okay, I tried that. At first I saw my Apple ID and clicked on it and saw only a blank screen. Then I went out of it and when I went back in, my Apple ID was no longer there. I log in and then "Sign In" is grayed out and there is nowhere to enter my password. What next? And thank you for your help - this is really frustrating. Any further suggestions would really be appreciated.
Again, it sounds as if your purchases are restricted.
Check Settings > General > Restrictions.
Is your Apple ID set up properly with a valid credit card?
Yes. No restrictions on. But I realized something very odd this time - when I rebooted, I realized that all of my apps were open after the reboot. So 40 some apps are all open at once. I closed all of them, went into my games and everything worked! So I rebooted a couple more times, and each time after each reboot, all apps are open at "startup." I have never seen that before. What setting can I change to not have anything "auto-open" upon reboot? This is so odd. Thank you again!
I'm not sure what exactly you mean by "reboot" or "startup". Reset your iPhone by holding the home and on/off buttons together for about 10 seconds until the Apple logo appears.
