Sometimes my apple mail with Mavericks in my matchbook air 2013 does not download incoming mails

I am in trouble with my apple mail with mavericks in my matchbook air, sometimes download incoming e.mail from outlook sometimes not, I am in real trouble. When I checked the mailbox I found the outlook box is not live. How to rectify?

MacBook Air, Mac OS X (10.6.8)
