Voicemail not deleting from app. Mailbox full.

I've attempted to delete the voicemail through the application several times. As soon as I slide to delete and press delete the voicemail reappears just as it was before the deletion attempt. The message still appears in deleted messages and when I clear them the deleted messages actually clears, but the messages remain in the main voicemail section. i have restored my phone to a factory state and started as a fresh iPhone, as soon as I log into my AppleID the voicemail comes back and I am stuck in this loop. This was an issue I was having before upgrading to iOS 9.

Any ideas on how to go about solving this issue?
