Hi,
I have upgraded my Iphone 4S ios to ios 9.0.2 from ios 7.1.2 and unfortunately for me the itunes back up data is not compatible for ios 9. So because of this i have lost all my data even though i have the ios 7 back up file. Is there a way to get the ios 7 data into ios 9 somehow ?

There should be no problem in restoring a backup created with an older version of iOS to a device with newer version of iOS.
Read the warning carefully. My guess is that it says your version of iTunes is incompatible with iOS 9, not that the backup is incompatible.
IF you used iCloud on iOS 7 than you should have a backup. If you did not, contact AppleCare. They may be able to assist.
The problem is very likely that your iTunes is not current. iTunes 12.3, the current version, is needed to support iOS 9.
Update your iTunes here: http://www.apple.com/itunes/download
Once you do that, the iTunes iOS 7 backup should be just fine on your iOS 9 device.
If you cannot update your iTunes to 12.3, then your operating system may be too old to handle its features.
