since the latest update, my websites reload then freeze and my app keep freezing. how can you revert back to the version before?

Since the latest update, my ipad mini has problem every time I try to go to any website. First it says "a problem occurred with this web page so it was reloaded" then it does this 3 times then it freezes. it does so all the time now. never did it before update. Also my app games keep freezing( may be a separate problem). Is there any way to revert to the previous version from update? The version I have now is 9.0.2(13A457) my model number is MF432LL/A . if no one can help with this but Apple support, is it something they could do? I do not want to pay $29, and then they tell me they can not help. I have tried deleting some of the apps I do not use to make more space, but the ipad keeps freezing up whenever I try to delete an app. My ipad mini is almost 2 years old, and it worked real well until now. Any suggestions would be appreciated. Please break down suggestions into easy steps to take as I am not that computer smart. Thanks
