Why here has a T-mobile SIM card in my new iPhone ??? Is it a used phone? I can not accept this , I pay almost 1000dollars buy a used phone.

If you bought a T-Mobile iPhone it will have a T-Mobile sim card.
What exact iPhone did you buy and from where?
Just because it has a sim card does not mean its used.
Many iPhones come sim cards pre-installed.
Take it back to where you purchase it and ask for refund.
Where did you purchase this phone? Unlocked?
Currently in the US you must select a carrier at the time of purchase either from the website or from the Apple Store. If you went to an Apple Store and requested an unlocked iPhone, they probably simply supplied you with the T-Mobile version since it is already unlocked. The SIM-free iPhones are not yet available. Based on previous years, the SIM-free will probably be available around January.
