iTunes Connection timeouts

I wanted to updated my iPhone 6 to iOS 9.0.2 but continuously getting error 3004. Apple Update logs and iTunes Diagnostics shows that my itunes application on windows 7 is unable to connect apple update servers and getting timeout. I have got clean windows Hosts file, no firewall active, DNS working fine and internet connectivity is also 100% okay. Still i dont know why i am getting this failure. Tried my new system aswell by installing fresh itunes and same problem is there. Tried connecting to 3 different networks and still issue is there.
